In “closed” and “closing” spaces, higher education is marked by uncertainty, instability, inaccessibility, and/or insecurity, and higher education institutions (HEIs) face challenges in safely and effectively contributing to social, political, and economic outcomes for all segments of society.

The Higher Education in Closed and Closing Spaces Evidence Report explores how USAID programming can support resilience capacities in higher education with three key questions:

  • What are the threats facing HEIs in closed and closing spaces?
  • What impacts can or do these threats have on the core roles HEIs play in furthering economic, social, and political development?
  • What types of actions are known to mitigate these threats?

An accompanying document, Thematic Case Studies of Resilience, illustrates the resilience capacities of individuals, HEIs, and higher education systems in response to three of the most significantly concerning scenarios.
